Statutes -------- The name of the association is Ersbergets och Aspbergets bygdeförening. The association was formed on June 20, 2009 and is a non-profit non-political association for people with connections to the area around Ersberget and Aspberget in Torsby kommun. The purpose of the association is to promote the community within the district through the arrangement of activities and to monitor common interests in important issues such as communication, road issues, well-being, environmental issues, etc. As a member of the association, every person with an interest in Ersberget and Aspberget and its affairs and who commits to work for the association's purposes is welcome. The Association's Annual General Meeting may decide on membership issues if necessary. The association's area of interest is limited by the Norwegian border, Höljan, the road to Bredsjön from Aspbergsv.-Ersbergsv., and the water divider along Bergvägen. The association's affairs are handled by a board consisting of a chairman plus four members and two deputies. The Chairman and deputies are elected for one year, while the other members of the Board of Directors are elected for two years according to the principle of half every two years. The members of the association should circulate as board members. The board can appoint working groups for various activities, as well as representatives in existing consultation groups. An association meeting must be held at least once a year no later than 30 June. Notice of the Annual General Meeting must be given at least one month in advance. The following mandatory matters shall be dealt with: - Election of the Chairman, Secretary and Minutes Adjuster - The Board's annual report - The Treasurer's account of the accounts and the auditors' report - Discharge from liability for the Board of Directors - Election of Chairman, term of office 1 year - Election of two Board members, and two deputies, term of office 2 years and 1 year respectively - Election of auditor and deputy, term of office 1 year - Election of new members - Amount of membership fee Voting rights are held by members who have paid the membership fee and are owners of property within the association's area of interest. One vote per property. Other members have the right to speak and make proposals. The Annual General Meeting elects the Chairman. Other officials appoint the board from among themselves. The Board has a quorum when at least two members plus the Chairman are present, if they agree on the decision. Board members who wish to resign from the Board at the Annual General Meeting shall notify the Chairman of this at least one month in advance. An extra general meeting is held if the board finds it necessary, or if at least one-tenth of the association's members with voting rights request it in writing, stating the matter that is to be dealt with. The association's financial year and financial year run from June 1 to May 31 the following year. The association's name is signed by the board or the person or persons appointed by the board. The Board of Directors shall, no later than 20 days prior to the Annual General Meeting, submit accounting documents to the appointed auditor. The appointed auditor shall examine the association's accounts and the board's administration. The auditor's report shall be submitted to the Board of Directors no later than 7 days prior to the Annual General Meeting. An annual membership fee is charged. The amount for the current financial year is determined at the Annual General Meeting. The annual fee must be paid no later than one month after the Annual General Meeting. The Annual General Meeting has the right to amend the statutes and to dissolve the association. A decision to amend the statutes or dissolve the statutes can only be made if the matter has been announced in the notice of the meeting. The question of the dissolution of the association shall be decided by two consecutive general meetings, at least one of which shall be the annual general meeting. In order to be valid at the later meeting, the resolution must have been supported by at least 2/3 of the voters. In the event of dissolution, the association's assets go to a purpose that benefits the association's purposes and which is decided at the last meeting.
