Our Exec member is insisting on a small but significant change under the Green Belt section. Lynn will circulate this immediately. As Eamonn I hope is letting you know, if we want this signed off tonight or tomorrow, this is as good as we're going to get. I appreciate it may be a difficult change for you to accept. Can you perhaps let us know how you wish to proceed as early as possible? Thanks Paul Sent from my i phone. I'm waiting for final political sign off. Once that is secured I will advise and we can organise signatures. I’m surprised the wording around green belt causes you a problem – but as this has been subject to discussion on Friday I’ll let that go. Suffice to say that we are getting a lot of noise from the Development industry around the fall out from Court of Appeal case I referred to – the bottom line being that green belt is not a reason not to meet your objectively assessed need for housing. There are a few places where the English is a bit clunky, but to avoid further delay /debate I’ve not corrected these. I have also added the leaders / chief executives as signatories Accordingly, are you now happy to agree the document? We are happy with the additional wording on the A555 junction as per your second point below. Grateful this update is made to the document. However for the reasons discussed at the meeting with Mike and Caroline on Friday, we cannot agree to revert to your original text referenced in your first point below. We thought we'd reached an alternative position on Friday acceptable to both of us (which I drafted immediately afterwards). Is this now not the case? If you're happy to make the one change but leave the other as was, grateful you issue the final draft. If this is a problem, pls give me a ring Thanks Paul Sent from my i phone. The reason for the deletion of text (now highlighted in green) on page 5 regarding the balance of development and use of green belt. In our view this simply captures the key principles of meeting objectively assessed need in a green belt area (following the Hunston Properties Court of Appeal case in St Albans) 2. Additional wording with regard to further work on the possible A555 junction (purple highlight, bottom of page 7) which recognises that this may encompass land within Stockport Borough. With these proviso’s the MOU is now good to proceed from our perspective. Please let me know if you are happy with these suggested amendments or have any further issues Kind regards Adrian Adrian Fisher Head of Strategic & Economic Planning Cheshire East Council Westfields Sandbach Cheshire CW11 1HZ 01270 686 641 From: Paul Lawrence [mailto:paul.lawrence@stockport.gov.uk] Sent: 14 February 2014 15:36 To: SIMPSON, Caroline Cc: SUAREZ, Mike; FISHER, Adrian G (Planning & Housing); ROSS, Andrew; PENNY, Stuart; Eamonn Boylan; Jim McMahon; Richard Wood Subject: RE: MoU Stockport + Cheshire East All – please see revised attached following the discussion today.
